Administrative Department for Mayoral Affairs and Professional Affairs
The Administrative Department organizes City Council sessions and provides support to the work of the mayor, councils and their working bodies. It deals with local self-government, access to information, data protection, gender equality, development of IT resources, e-governance, public information and international cooperation. It also manages the protocol, public procurement, prepares draft acts and supervises the implementation of general acts.
Administrative Department for Communal Economy and Property
The Administrative Department carries out the construction and maintenance of municipal infrastructure, land development, obtaining permits and coordinating works. It deals with property and legal affairs, city property records, legal real estate transactions, and issues decisions on utility fees and conducts enforcement proceedings. It also regulates traffic, monitors the real estate market, prepares documents for the City Council, conducts public procurement and provides administrative support to the City Council.
Administrative Department for Finance, Public Procurement and Revenue Collection
The Administrative Department prepares the budget, supervises its execution and reports to the Ministry on debt, guarantees and loans. It performs financial and accounting tasks, liquidation, payroll and payment transactions. It conducts public procurement, collects utility fees and city taxes and manages the City’s property records. In cooperation with the State Audit Office, it improves financial operations and proposes collection measures.
Administrative Department for Social Activities and Common Affairs
The Administrative Department ensures public needs in preschool education, culture, sports, social welfare, health and civil protection. It monitors programs, supervises city institutions, takes care of the protection of cultural assets, fire protection, and provides support to vulnerable groups. Cooperation with associations, organization of cultural events and support for the work of the City Council are also part of the scope of this department.
Administrative Department for Spatial Planning and Environmental Protection
The Administrative Department promotes development strategies for more efficient use of space, drafts spatial planning documents, analyzes the state of traffic, infrastructure and environmental protection. It prepares reports, plans and legal acts, cooperates with institutions on sustainable development, and manages procedures and issues construction permits. It also manages records of buildings, settlements and streets, conducts public procurement and provides administrative support to the City Council and the Mayor.
Administrative Department for Economic Development and European Union Funds
The Administrative Department encourages the development of the economy, tourism, crafts and small businesses, supports start-up initiatives and drafts strategic documents for sustainable economic growth. It proposes opening hours for catering establishments, manages consumer protection, manages public areas and spaces, and deals with animal care, energy efficiency and disaster damage. It prepares projects for EU funding, supervises communal services and enforces regulations on communal order.
Internal Audit Department
The Internal Audit Service of the City of Kaštela operates as an independent administrative body accountable to the mayor, with a focus on assessing the internal control system, providing expert opinions and advice for improving business operations through evaluating and improving risk management, controls and governance.
Own facility for performing communal activities
The company’s own operation maintains municipal infrastructure, including unclassified roads, traffic-free public areas, public stormwater drainage, green areas, public buildings and facilities, cemeteries, cleanliness of public areas and public lighting. It also provides retail public market services and burial services.
