EU projects

European funds are financial instruments for the implementation of certain public policies of the European Union in the member states.

Grants from European Union funds are one of the mechanisms for financing project ideas aimed at stimulating development in the economic and social domain of the country to which they are intended. European funds are money from European citizens that, in accordance with certain rules and procedures, are allocated to various beneficiaries for the implementation of projects that should contribute to the achievement of the aforementioned key public policies of the EU.

European public policies are adopted for a period of 7 years and are called the financial perspective. We are currently in the financial perspective 2021-2027. which was preceded by the financial perspective 2014-2020.

Union programs 2021-2027.

Union programs represent an integrated set of activities adopted by the European Union for the purpose of promoting cooperation between member states in various areas related to common EU policies.

With the accession of the Republic of Croatia to the European Union on 1 July 2013, the Republic of Croatia gained the right to full participation in the activities of the Union Programmes. Participation in the Union Programmes is of great importance for the Republic of Croatia, given the involvement of a large number of state administration bodies, public institutions, civil society organisations and private and legal persons in European projects and cooperation.

Financial control or audit is carried out or supervised by the European Commission, OLAF and the European Court of Auditors.

European Union programmes are action programmes designed primarily as a means of achieving the objectives set by the European Union and its Member States on the basis of specific items of the EU budget. Their purpose is to support the internal policies of the European Union, i.e. to enable institutions in the Member States to finance their projects to achieve the objectives of EU policies.

Competitiveness and Cohesion Programme 2021-2027

The Competitiveness and Cohesion Programme 2021-2027 (CCP 2021-2027) sets objectives and priorities for the effective use of the European Regional Development Fund (ERDF) and the Cohesion Fund (CF) for the period 2021-2027. The main objective of the supported interventions is to strengthen the economy, support the digital and green transition, digitalisation for citizens and businesses, improve connectivity and mobility across the Republic of Croatia and enhance the quality of life of the population. The 2021-2027 CIP will be implemented within the framework of the Cohesion Policy (CP) of the European Union (EU) through the Investment in Jobs and Growth objective, and will contribute to the achievement of policy objectives 1 to 4 defined in Article 5 of Regulation (EU) 2021/1060 of the European Parliament and of the Council.

The 2021-2027 CIP is based on the National Development Strategy of the Republic of Croatia until 2030 (NDS 2030), the highest strategic planning act that determines the current state, development potential, vision, development guidelines, strategic objectives and development scenarios. Investments from EU funds will contribute to balanced regional development. In addition to the entire territory of the Republic of Croatia, investments will also be directed to assisted and mountainous areas, areas that lag behind the national average in terms of development, which are more exposed to demographic challenges and deprivation, and areas of development constraints and specificities.

Effective Human Resources Programme 2021-2027

On 11 October 2022, the European Commission adopted the Effective Human Resources Programme 2021-2027, which will be financed from the European Social Fund Plus with a total value of approximately EUR 2.27 billion.

The programme is based on the National Development Strategy of the Republic of Croatia until 2030 (NDS 2030), which sets out the current situation, development potential, vision, development guidelines, strategic objectives and development scenarios, but also takes into account reports and recommendations for Croatia as part of the European Semester. Also, taking into account the specific circumstances of Croatian society and economy, national targets are set in line with the objectives of the European Pillar of Social Rights and will contribute to the national targets of the Action Plan for the Implementation of the European Pillar of Social Rights for 2030.

The Programme envisages significant investments in four key areas:

 Employment,

  1. Education,
  2. Social inclusion and
  3. Health and long-term care.

The four key areas of investment to be financed under the Programme are divided into the following priorities:

Priority 1: P1. Inclusive labour market and employment promotion

Priority 2: P2. Education and lifelong learning

Priority 3: P3. Social inclusion

Priority 4: P4. Health

Priority 5: P5. Youth employment

Priority 6: P6. Social innovation

Priority 7: P7. Material deprivation.

The Ministry of Science and Education, as the Level 1 Intermediate Body in the management and control structure of the use of the European Social Fund Plus in relation to the “Investment for jobs and growth” objective, within the Efficient Human Resources Programme 2021 – 2027, is responsible for implementing calls aimed at achieving specific objectives from two priorities, P2. Education and Lifelong Learning and P5. Youth Employment.
